BIOSECURITY

The Learning & Development team within the Biosecurity Operations Division of the Department of Agriculture, Water and Environment are responsible for development and delivery of specialist biosecurity technical training and development across approximately 2,200 biosecurity inspectors, assessors, veterinarians, scientists, surveillance officers, leaders policy officers and support staff.

CHALLENGE

The pace and complexity of change across Australia's biosecurity eco system is increasing rapidly. The Biosecurity Operations Division needs to quickly adapt skills, knowledge and experience of its people in order to respond to changing biosecurity, human health, safety, animal welfare and system risk. 

SOLUTION

Our team of experts used a process of discovery and co design to identify emerging capability requirements along with unique challenges slowing down development of capability aligned to performance and regulatory uplift. The team developed a prototype capability framework, along with essential scaling architecture, including a transfer maturity model, predictive learning personas and journeys, training needs analysis and capability gap analysis.
